Ecuador and Europol
Ecuador serves as a strategic partner in Latin America in the fight against drug trafficking and transnational organized crime. This partnership is formalized through a "Working Arrangement" initially signed with the Ministry of the Interior in October 2023. This technical cooperation framework paved the way for an international agreement on the exchange of strategic and personal data—officially published in September 2026—which facilitates the efficient flow of information and criminal intelligence. Operationally, this relationship is supported by the establishment of a Europol unit within the Ecuadorian National Police, as well as the deployment of a police liaison office (comprising liaison officers) based directly at Europol’s headquarters in The Hague. This collaborative framework has enabled the successful execution of major transnational operations, such as the 2026 dismantling of significant networks involved in money laundering and the trafficking of cocaine concealed within fruit exports.
